About Public Institutions (PI)

JLL's PI group identifies and implements strategies that allow public sector organizations to fully leverage their real property in close alignment with their organizational missions. PI employs more than 800 professionals across the U.S. and abroad, with a proven track record serving more than 200 government and higher education clients.

What this job involves

We are seeking a Real Estate Financial Analyst to join our Public Institutions (PI) group, supporting the Army Portfolio Management team in Washington, DC, with oversight of the Army's Military Housing Privatization Initiative (MHPI). MHPI is one of the most effective Public-Private Partnership (P3) programs in the country, built on a 50-year ground lease structure between the Army and private-sector residential developers. MHPI projects are master-planned residential communities located at Army installations nationwide.

This is a hands-on, client-facing advisory role spanning financial analysis and modeling, portfolio reporting, construction review, property management oversight, budget analysis, and broader project management support for our client's evolving needs. It's an excellent opportunity for a strong financial analyst seeking deep exposure to complex real estate capital structures and public-sector deal-making.

What your day-to-day will look like

  • Advise Army clients on all aspects of large-scale housing privatization (P3) projects, including real estate finance, property management, construction oversight, and legal document review.
  • Analyze project operating budgets and variances (revenues, operating expenses, net operating income, and capital repair/replacement) to identify financial risks, trends, and performance concerns.
  • Review and validate operational and financial reporting submitted by Privatized Housing Providers for accuracy, completeness, and compliance with governing agreements and Army guidance.
  • Monitor compliance with legal requirements and follow up on identified deficiencies.
  • Review and analyze pro forma financials for large-scale residential projects, and build pro forma models in MS Excel as needed.
  • Gather, evaluate, and develop analysis of economic, demographic, and real estate market data to inform project decisions.
  • Review legal documents, financial reports, and operating plans as part of due diligence, negotiations, and restructures.
  • Provide project management support, collaborating with multiple stakeholders on issue identification and resolution.
  • Develop and update briefing materials for program stakeholders, and brief senior Army leaders without financial or technical backgrounds in clear, accessible terms.
  • Monitor project performance indicators, build short- and long-term cash flow projections, and develop recommendations to address emerging challenges.
  • Support client relationship management, including communications, meeting facilitation, training, and vision-setting.
  • Maintain the team's financial database and document management systems, and document best practices.
  • Manage a significant workload through effective prioritization and time management, proactively communicating project status to managers.
  • Travel to project sites as needed to conduct site visits and assess property management operations and compliance.
  • Produce written quarterly reports on project status and performance indicators, along with other accurate, well-organized deliverables on schedule.

Required Qualifications

  • Bachelor's degree in real estate, business, finance, public policy, or a related field preferred
  • Up to 3 years of relevant work experience
  • U.S. citizenship and ability to complete a government background investigation
  • Strong financial/analytical, strategic thinking, organizational, time management, client relationship, and project management skills
  • Self-motivated, with initiative to take action and respond appropriately without close direction
  • Excellent verbal, written, and interpersonal communication skills, with the ability to write clearly, concisely, and professionally
  • Ability to meet deadlines, remain flexible, and thrive in a fast-paced team environment
  • Capacity to work independently while also contributing effectively as part of a team
  • Willingness to travel
  • Advanced proficiency in Microsoft Office (Outlook, Word, PowerPoint, Excel)
  • Intellectual curiosity and a strong willingness to learn
  • Experience using AI platforms

Preferred Qualifications

  • Experience in real estate or financial portfolio management and/or reporting
  • Experience with public-private partnerships, project finance, federal advisory work, or military housing/MHPI

Location

Based in Washington, DC; primary workstation will be on client site at the Pentagon.
